In the early 2000s, the California State University had implemented PeopleSoft Learning as their LMS without a formal return on investment (ROI) report. Later on, the Report of the California State Auditor had indicated their disapproval with the university’s performance. When the state university was asked as to why they didn’t bother conducting an ROI report, they replied that the estimate figures provided by their consultants Pacific Partners Consulting Group and IBM had allowed them to assume that such an analysis would be superfluous.
